Evaluation of Bids

After tenders are opened they are reviewed by the City or Township staff to check for specification compliance, required supporting documents, the appropriate signatures, correct pricing, extensions and delivery dates. Everything is then evaluated by the Purchasing Services on the basis of most cost effective award. Some of the criteria used to determine cost effectiveness are: unit/overall price, specification compliance, The contractor's ability to complete the job, dates, the bidder's past performance, references and the contractor's environmental soundness.

All other criteria being equal, the lowest bid will be awarded the contract. If two bids are evaluated as equal or if it's too difficult to determine the lowest evaluated bid, normally it will be awarded to the local vendor.

A Telephone Quotation
This way of quotation may used when the dollar value of the acquisition is relatively low or when there's not an opportunity to solicit written quotation.

Request for Quotations
A request for a quotation is a less formal type of tender process and is the method used most often by the City or Township to obtain a number of competitive quotations. This type of quotation process is usually by invitation only and may require you to register with your City or Township.

Request For Quotations will normally have a private opening administered by the Director of Purchasing Services. Once the contract has been awarded, the vendor's name and the price that was submitted will be available to the other bidders upon request.

The Purchase Awards
The vendor or venders that have been successful we be contact by phone, fax or purchase order as soon as possible after the tender due time. All the other bidders who participated will be notified by mail of the results.
